This document begins with a news report about an Ethiopian incursion into Somalia. The report states that Islamic fundamentalists operating in Ethiopia’s eastern Ogaden region have been launching their attacks from Somalia’s Gedo region. Other documents included in this Harmony document are seemingly innocuous employment contracts and agricultural project budgets. However, one part of the report betrays the true meaning by interchanging words. In light of the new context, the reports are actually about financing operations (agricultural projects) run by extremists (engineers), and training recruits (workers). The last part of the document are the minutes of a meeting between two leaders, wherein they discuss the deteriorating situation of“Jihad” in Somalia, and the need to rely on political maneuvering until operations can be undertaken again. The document also mentions that training in camps has been postponed indefinitely due to threat from air strikes, but that training will resume indoors.
