The first page of this hand-written document is what seem to be intelligence collection requirements for al-Qa`ida. Among the listed requirements are: confirmation that Al Sheikh Hassan and his group have control of the area | the military situation in the area | the situation in Kissmayo, the relationship with the Ogaden group & the extent of their presence in the region, the situation in Balad Hawa, the situation of Muhammad Haji Yusif, and an agreement with Assi and his associates to stay in the area. The second page is a letter containing training instructions, the first of which were to give the Arabs two hours of private instruction. The other half of the letter deals with an individual the author does not want participating in competition with the Afghanis.
