This document is apparently a personal narrative by Sayf al-Islam that describes how Abu Hafs of al-Qa`ida sent him and a team of al-Qa`ida operatives to Somalia and the Ogaden region of Ethiopia to construct training camps, train members of the General Islamic Union in military tactics and ideology, and to assist them in fighting the enemy.
