This document is an announcement about looting and theft by people who claim to be members of
jihadi organizations. In light of the increase in theft and looting preceding this announcement, the author argues that al-Qa`ida is free from all wrong doing in the matter of theft and looting. Speaking on behalf of al-Qa`ida,
he says that neither the nine people he mentions, nor any other guilty party will receive any mercy until
they cease their muggings. The document is signed by the al-Qa`ida Organization in the Land of the Two Rivers in Al-Ramadi.
