This document is an unsigned oath of allegiance to the “Islamic State of Iraq,” prepared by the ISI in Diyalah province and intended to be signed by tribal leaders of the province. The document requires the signing party to agree that the following is true and righteous: 1) The ISI was established in Iraq to unite the ranks of Muslims under one imam and 2) Iraq will be ruled according to Sharia law. There are blanks to insert the name of the signatory’s tribe to thank God for the blessing of the ISI, to pledge allegiance to Abu `Umar al-Baghdadi, the Emir of the ISI, and to accept and obey his command by being judged by the Sharia and rejecting pre-Islamic and tribal rules. There is a space at the bottom for the tribal Sheikh to sign the form.
