On February 28, 2014, Dr. Scott Helfstein delivered the plenary speech to the West Point Model UN Invitational conference. The event focused on U.S. crisis decision-making against an escalating threat from transnational criminal organizations (TCOs). Dr. Helfstein discussed the challenges confronting policymakers dealing with TCOs, an overview of current US Government approaches to addressing the problem, some leading-edge CTC research on the global threat network, and the economic challenges when licit and illicit markets converge. The event included approximately a hundred student delegates from ten universities.
