This document is a statement released by the Islamic State of Iraq Ministry of Defense to clarify the killing of 12 members of the Mujahdeen Army. In this letter, the author seeks to propagate the ISI viewpoint of the confrontation between ISI forces and the Mujahdeen Army to members of the Islamic community. The author finishes his letter by advocating the use of Shari`a at all times beyond any other means of judgment.
