This document is a commandment of the Sharia Court of the Diyala province in Iraq to adhere to the laws of the Koran and forbid meetings with the American or Iraqi Governments. The author begins the statement by quoting from the Koran. He claims that these verses are in direct contradiction to the actions recently taken by organizations that have met with the Americans or the Iraqi Army in Al Sulaymania, Diyala and Al-Adhim. The author warns the soldiers of these organizations, to be aware of their leaders’ deceptions, and to avoid becoming part of the apostate. He mentions Abd Allah Al Jabouri by name as an example of who not to follow. The author ends with a warning: that any cooperation with the Americans or the Iraqi government will result in“excruciating pain.’
