On September 24 Dr. Arie Perliger gave two guest lectures at the University of Minnesota’s Law School for “Law and Terrorism” and “human rights and democracy in the world” classes, as well as selected faculty . The lectures focused on the democratic dilemma (i.e., the necessity of the democratic regime to balance between the need to effectively fight terrorism and at the same time preserve human rights and its own democratic foundations) as well as the factors shaping decision making processes in the context of counter-terrorism policies.
