After a conceptualization of the term policing terrorism and the development of a general model that defines the role of the police forces in the struggle against terrorist violence, the article examines under which the conditions the Criminal justice model for CT may be effective. By analyzing how this model is implemented in Israel, the article illustrates that police forces are preferable to military ones in three main realms: urban counterterrorism intelligence, tactical thwarting of terrorist attacks in an Urban environment , and restoration of civilian infrastructure.
