This document is a response to a complaint. It is addressed to the emir of the Hisbah office and appears to be from a Hisbah official working in the office. He states that he was working in the office when someone came in and demanded to see the emir. When he responded that the emir was on break, the person proceeded to berate him and say that his “ilk” were the reason victory had not been achieved.
