This complaint is from a guard at a checkpoint. He claims that they stopped a car that was potentially smuggling weapons, but that another checkpoint indiviudal (presumably a leader of some sort) told him not to let the car pass unless it could be verified that they were legitimate. Then, another individual, in-charge of this local checkpoint, told the guard to let the car pass.
