On November 13, 2012, Brian Dodwell delivered a presentation at an Organization for Security Co-operation in Europe (OSCE) Conference entitled: Strengthening Regional Co-operation, Criminal Justice Institutions and Rule of Law Capacities to Prevent and Combat Terrorism and Radicalization that Leads to Terrorism. The desired objective of the conference was to encourage efforts and increase awareness and international capacity to uphold the rule of law, while protecting and promoting human rights within a counter-terrorism context, by instituting adequate criminal offenses, criminal procedure tools and law enforcement capacities. Mr. Dodwell’s presentation provided lessons learned and best practices for conducting terrorism-focused practitioner education programs and international counterterrorism exercises.
